Pakistan Muslim League Nawaz PML-N Government Finance Minister Ishaq Dar has introduced the Qarz-e-Hasna scheme for the Youth Rs. 5 Bn. Youths will be able to get Rs. 500,000 rupees loan and 
Rs. 10,000 rupees monthly scholarship through the Qarz-e-Hasna scheme.
Finance Minister Ishaq Dar, while presenting the budget 2013-14 in the National Assembly on Wednesday, said 50 percent of the beneficiaries of this scheme would be women. Rs. 5 Billion has been earmarked for the launching of the ‘Qarz-e-Hasna scheme’ for the Youth of Pakistan in the Federal Budget for 2022 and 2023 to facilitate the establishment of their own youth.

Finance Minister Ishaq Dar said the scheme for compensation of tuition fee at Master’s and doctorate levels, which is offered for the students of various regions like Balochistan‚ Fata and Gilgit Baltistan, is living being extended to Interior Sindh‚ Multan‚ Bahawalpur and DG Khan divisions which are equally underdeveloped.
The finance minister said Parliamentarians Works Program-1 will persist and total amount of five billion rupees is organism to be paid for this program to make sure Growth and development behavior at the workers level‚ while the Public Works Programs-II is being stopped immediately.
Ishaq Dar said the ministry of finance has issued necessary instructions for immediate ceasing of secret service expenditures and return of unspent balances. Similarly‚ the proposed allocations for next year are being cancelled.
However‚ such secret service expenditures will be made only to the agencies connected with the national security.
